The location in question is a strip of land in West Walton, which has caused consternation locally since a caravan was placed there three years ago.

West Norfolk Council (WNC) had intended to take enforcement action against the owner of the land, off Common Road, which used to be an orchard prior to the development.

But officers have now made a U-turn and recommended it should be allowed to stay, due to changes in planning rules which have left the authority under pressure to find more locations........
