Kevin Hadlow, 52, from Watton, walked into the Breckland Council building in Dereham yesterday afternoon and chained himself to a chair in the reception over a housing dispute.

He later attached himself to a pillar in the Department for Work and Pensions section in the building before being arrested by three police officers under the Public Order Act.
