Man arrested after chaining himself inside council HQ
Three police officers hauled out Kevin Hadlow, 52, from Breckland Council’s base in Dereham after what he had described as a “peaceful protest” over a housing dispute.
Police told Mr Hadlow, from Watton, that he was being arrested under the Public Order Act, which prevents people from “locking-on” to a person, object, or land in a way that causes or is capable of causing serious disruption.

He had entered the building in Walpole Loke at around 1pm with a sizeable steel chain wrapped around his waist.
He then proceeded to lock the chain onto the leg of a chair in the reception, and told........
