Sarah Taylor, a Breckland Labour councillor, said work on the underpass - which runs below the A47 to connect Toftwood to Dereham - is not expected to begin until 2027 or 2028 while National Highways await government funding.

The underpass has been subject to frequent flooding for more than a decade due to a lack of maintenance and an outdated drainage system.
