Anita Piper handed over plans to Norwich City Council in August to convert the building on 35 Prince of Wales Road into a one-bedroom flat.

However, the application has since been withdrawn and it is not yet known why.

The building is the former site of Sherbert Lemon, a cocktail bar which was once known as being the noisiest in Norwich.
