The applicant, Mr Lowndes-Burt, applied to turn 91 Heath Road in NR3 into a house.

The semi-detached two-storey building was occupied by Aqua-Dri Damp and Condensation Ltd for about six years before Mr Lowndes-Burt bought the property at auction.
