Council say they could have done more to prevent murder of grandmother
Patricia Holland was murdered by the 42-year-old Allan Scott who had been living at her house in Gorleston in 2021.
Mrs Holland, described as a “very caring and trusting woman,” had offered Scott a place to stay after he was left homeless.
But what was intended to be a short-term arrangement spiralled into a nightmare as Scott entrenched himself in her property, exerting control over her finances and movements.

A detailed report into the murder, published on Tuesday, September 9, uncovered a catalogue of failings to safeguard the 83-year-old woman and revealed how her family's concerns fell on deaf ears.
