The 11-acre Anglia Square site is due to be demolished to make way for a new £350m development, including 1,100 new homes, leisure, retail and community facilities.
The former Barclays Bank building had been due to be knocked down to make way for shops and flats, under plans submitted to Norwich City Council in 2021.
