With all eight Norfolk local authorities due to be abolished and new ones formed through the government's reorganisation plans, Norfolk County Council's 'interim submission' states a preference for one or two councils.

The report disparages suggestions for three replacement councils, which a report by consultants on behalf of district councils identified as the best option.
However, opponents to the Conservative administration at County Hall criticised the report's conclusions.........
