Failures to act before grandmother's murder laid bare in damning report
A detailed report into the horrific murder of Patricia Holland by 42-year-old Allan Scott lays bare a catalogue of failings to safeguard the 83-year-old woman and how her family's concerns fell on deaf ears.
It is unclear how Allan Scott murdered Patricia Holland in her home in Gorleston in July 2021, but her remains were found scattered in her garden after he had burnt her body on a bonfire.
After he was sentenced to a life sentence at Norwich Crown Court with a minimum term of 35 years in 2023, the Norfolk County Community Safety Partnership said they would conduct a domestic homicide review and a safeguarding adults review.
But the published domestic homicide review has now laid bare a catalogue of failings by police, social services, and health bodies who repeatedly ignored warnings from Mrs Holland’s daughter and others about the escalating danger she faced.

The report describes how Mrs Holland's daughter, Kathryn, desperately tried to tell the authorities on multiple occasions about Scott's behaviour.
