Robert Smith wants to remove an existing, partially demolished pre-fab bungalow and build a four-bedroom house at Church View on Church Road in Lingwood.

According to planning documents, the bungalow was occupied until April 2000 but is now partially collapsed as a result of demolition works begun in February 2002.

"The remaining structure is used unlawfully by young people and subject to constant vandalism, fly tipping and theft of materials and safety fencing," the application stated.
