I have seen cities and towns with the best sidewalks (Paris, France, comes to mind) and those in small villages near Benghazi, Libya, that were so undeveloped they didn't have sidewalks.

In Arkansas, we only notice our sidewalks when sections are missing or broken. But a sidewalk can be a critical part of a prime downtown or a residential area, adding to the area's appeal in several ways.

During the initial development of downtown areas of El Dorado, after all the trees were cut and new businesses began to flourish, sidewalks were added to link retail stores for shoppers. The second phase of sidewalk additions was to connect the original retail shopping areas to residential areas by building and maintaining........
