For many passengers bound for Hargeisa, the hardest part of the journey is not immigration on arrival. It is persuading an airline agent at the departure airport that the documents they carry are valid. That problem sits at the centre of a wider dispute between Somalia’s Federal Government and the Republic of Somaliland, which has operated its own immigration and border system for decades. Mogadishu’s electronic visa policy asserts federal authority over destinations coded internationally as part of Somalia, while Somaliland rejects Somali-issued e-visas as permission to enter territory it administers.

Why the Conflict Appears at Check-In

Airlines can face fines and repatriation costs for carrying improperly documented passengers. Check-in staff therefore depend on automated databases such as IATA’s TIMATIC rather than making judgments about contested sovereignty. Hargeisa and Berbera airports are indexed under Somalia’s country code. If a federal e-visa requirement is applied broadly, an agent’s screen may show “visa required” even though the Republic of Somaliland immigration follows different rules.
