Last week, Russian President Vladimir Putin took the stage at the St. Petersburg International Economic Forum. The annual gathering, often called the “Russian Davos,” drew some 20,000 guests from roughly 130 countries under the theme “Pragmatic Dialogue: The Path to a Stable Future.” The headline moment, however, was anything but dialogue: Putin flatly rejected an open letter from Ukrainian President Volodymyr Zelensky proposing a face-to-face meeting in a third country to end the war.
