Oceans bring in waves, sand, shells, seaweed, the odd piece of plastic. On some beaches, they also bring the internet.

Rushikonda beach in Visakhapatnam, Andhra Pradesh, will soon be one of them. On an April morning, it’s buzzing with tourists who wade into the surf, ignoring the signboards warning them of the rough water. Nearby, a group of local fisherwomen patiently wait for their husbands to return from the sea. 

In just a few years, tech giant Meta’s Project Waterworth—the world’s longest undersea cable—will land at this beach, directly........
