Lawmakers eye reforms as sexual misconduct allegations, relationship revelations shake Capitol Hill

Capitol Hill may be headed for another reckoning as sexual misconduct allegations against lawmakers — coupled with new revelations of consensual relationships between lawmakers and staffers — have reignited questions about accountability and workplace culture in Congress.

Lawmakers in both parties are now weighing potential reforms to address those power dynamics, including whether to prohibit romantic relationships between representatives and staffers altogether. Under current House rules, lawmakers are barred only from engaging in relationships with employees under their direct supervision and staff members of committees on which they serve, leaving relationships with aides in other offices largely unregulated.

The renewed scrutiny follows a New York Post report that Sen. Ruben Gallego (D-Ariz.) had consensual relationships with two aides who worked in other congressional offices while he served in the House. Gallego dismissed the report as “gossip,” while several GOP women in the House called for reforms.

“In the wake of the recent @NYPost expose on Senator Ruben Gallego, I’m calling for a rule that Members should not have romantic or sexual relationships with congressional staff. Even if a relationship is consensual, there is an inherent power imbalance that can undermine trust and create an appearance of impropriety. The goal should be protecting staff and maintaining confidence in the institution,” Rep. Lisa McClain (Mich.), chair of the House Republican Conference, wrote on the social platform X. 

The latest pressure comes on the heels of an uproar over the sexual misconduct allegations that prompted former Reps. Eric Swalwell (D-Calif.) and Tony Gonzales (R-Texas) to step down from office earlier this year and launched an initial wave of calls for change.
