Mayor Sean Ryan’s team is pushing the state Legislature and Gov. Kathy Hochul to pass a bill introduced by Ryan ally state Sen. April Baskin that would allow the city to borrow up to $500 million through the Buffalo Fiscal Stability Authority, commonly referred to as the control board, over the next five years.
