Why California’s November ballot is going to be a hot mess

What does a public bank do, and does San Francisco need one? 

If you’re a San Francisco voter and have no idea, you’ve got less than two months to figure out how you feel. 

Proposition B, on San Francisco’s November ballot, asks voters whether they want to change the City Charter to start the process for establishing a public bank. It is one of the many complicated state and local measures in the November election.

The Chronicle editorial board made its recommendation to San Francisco voters on Prop B Thursday as part of the series of endorsements for the election that began last month and will roll out more recommendations right up until November.

As usual, the ballot will be quite long and complex for many voters; San Francisco has 10 local measures along with state propositions and offices. Many are exceedingly technical. Mayor Daniel Lurie is pushing three measures that would overhaul the city........
