Endorsement: Want more affordable housing? Prop C is the only S.F. measure guaranteed to pay for it
In 2011, California eliminated the redevelopment agencies that helped build low-income housing across the state. Cities like San Francisco have been struggling to pay for affordable housing ever since.
In response to the death of redevelopment, San Francisco established the Affordable Housing Trust Fund in 2012, which finances the creation, acquisition and rehabilitation of affordable rental and ownership housing for low- and moderate-income residents in the city.
Proposition C is a City Charter amendment on the November ballot that would extend this trust, which is set to expire in 2029, for another three decades and increase its annual funding from $51 million to $125 million.
There are other measures on the November ballot that market themselves as solutions to the city’s housing woes. Prop B would take steps to create a city-run public bank, while Prop I would set aside funds for housing from transfer taxes on real estate sales.

But none are as straightforward or effective as Prop C.
