A football banning order includes a provision that lets the police demand fans hand in their passports at certain times to prevent them travelling to games abroad, although an exemption could be applied for.

Burgess, of Nelson Street in Norwich, is accused of failing to hand in his passport to Bethel Street police station by October 10 last year as part of the surrender period for England’s away match against Latvia.

He pleaded not guilty at Norwich Magistrates’ Court to failing to comply with a banning order with a date set for his trial on July 24.

Rachel Buck, defending, said he believed he had applied for an exception in order to go on holiday to Lanzarote during the same period, but that the football banning authority had been unable to find a record of his email request.
