Green councillor Gary Champion, who has been backing swimmers seeking designation for a section of river near Cow Tower, said efforts to improve water quality have become stuck in a loop.

The Cow Tower Dippers group, which regularly swims in the River Wensum beside the medieval landmark, wants bathing water status to be granted to the site in the hope of increasing scrutiny of pollution and water quality.

Mr Champion argued campaigners face a dilemma because additional monitoring would come with bathing water designation, but proving the need for improvements can be difficult without........
