Dean Knock, 44, and Steven Wilson, 30, died on August 17 last year on the A47 Acle Straight at Halvergate.
The incident happened close to the Halvergate turn, when the pair were both riding an orange Sinnis Quinqi 125cc motorcycle which was involved in a crash with an Audi TT.
It happened at around 11.40pm on the Friday, and both men were confirmed to have died in the early hours of the Saturday.
The pair were found covered by reeds and in a water-filled ditch, after police officers discovered a foot and a shoe.
A drone was also used to locate one of the men.

The incident saw the main road close for more than 12 hours while police carried out crash scene investigations. It did not open until just after 1pm on the Saturday.
The driver of the Audi TT was taken to hospital after suffering minor injuries and was later discharged.
It later emerged that the motorcycle the pair was riding had been reported as stolen from Pottergate in Norwich less than an hour before the terrible incident.
Inquests into the deaths of both men took place at Norfolk Coroner’s Court with live evidence given by police officers who attended the scene and investigated the crash.
Evidence was also read out to the court from those who witnessed the crash.
Rosemary Plummer had been travelling away from Great Yarmouth along the Acle Straight with her son at around 11.30pm.
