Norwich City Council paid the business support grant to Oceanfront GOS Ltd, the company behind Rooftop Gardens in Rose Lane, which has gone into liquidation.

The council was a creditor of the company, which owes a total of more than £1.2 million, including £408,000 to HMRC.

City Hall said it had referred its attempt to recover the cash to the Department for Business, Energy and Industrial Strategy (DBEIS), now the Department for Business and Trade (DBT), "for further action".

Oceanfront GOS, the company listed on the Rooftop Gardens website, appointed liquidators on January 27 this year.

It was due in court the following day after HMRC filed a winding-up petition to shut it down.
