Why Rahul Gandhi stopped mid-way by speaker for referring ex-Army chief's memoir?

New Delhi: A massive fuss erupted in the lower house on Monday between political giants when the leader of the opposition, Rahul Gandhi, mentioned an unpublished memoir of ex-Army Chief General MM Naravane, and in response, Home Minister Amit Shah and Defence Minister Rajnath Singh opposed and contended that a reference to an unpublished book violated parliamentary rules.

Rahul was mentioning India-China border clashes at Doklam and Galwan from the memoir, but he was stopped by the speaker, OM Birla. Amid political exchange, the big question arises whether Rahul was allowed to cite material from the unpublished book or not, drawing attention to Rules 349, 352, and 353 of the Procedure and Conduct of Business in the House.

The issue commenced when Rahul began his speech by quoting a magazine article, which is an unpublished book by General Naravane. It was unrelated to the ongoing discussion in the house,........
