Opinion | How A Policy Decision On Pay Scale Led To Bangladesh Uprising

After prolonged discussions, the Awami League government took a policy decision to introduce the Protyoy Scale for officers and employees of autonomous, state-owned, constitutional and self-governed institutions. The government decided to implement the scale from August 1.

An analysis of the Protyoy Scale shows that it was beneficial for professionals of all categories and effective in ensuring long-term financial stability for employees and their families. Under this scheme, all covered institutions were required to provide pensions and family members were entitled to financial benefits after the employee’s death.

There was no significant objection from most professional groups. Those who understood the scheme were satisfied, while others agreed as it ensured financial security in later life. A major reason for acceptance was that nearly seventy per cent of professionals in the autonomous and self-governed sectors had previously been deprived of pension and related benefits.

Opposition to the policy mainly came from public university teachers. Under the existing system, their salaries were not subject to pension deductions and the introduction of the Protyoy Scheme required mandatory contributions.
