Geneva’s tax bills have arrived. It’s the one time of the year when people want to talk about municipal finance and figure out how these tax dollars are being spent. And, without fail, there will be people who make suggestions about how to cut spending or increase revenue who have very good intentions but, unfortunately, very outdated ideas. Ideas like “sell off the parks!” or “raise fees!” or “stop planting flowers!” aren’t driving........
