Bureaucracy’s first rule is to sustain itself. Whether in the private, non-profit or government sectors, bureaucracies make themselves appear indispensable, praise their past performance and seek ways to lay responsibility for shortcomings onto groups underneath them in the power pyramid.

For example, the country’s federal health bureaucrats last month published a 15-page piece of self-promotion titled Delivering Results: Advancing Canada’s Tobacco Strategy. In it, our health warriors tick the usual boxes: respect for Indigenous peoples, delivery of truckloads of tax dollars to other bureaucracies and self-congratulation for both the decline in smoking and, more generally, the self-reportedly herculean efforts of Ottawa’s best to improve life for Canadians.

One ominous innovation for a supposedly science-based organization: no mention of the large body of scientific evidence that does not support Health Canada’s current agenda of excessively controlling non-tobacco........
