The Russian foreign ministry says that Moscow is now finalizing plans to files suit in the International Criminal Court against Estonia, Latvia and Lithuania for their treatment of ethnic Russians. Baltic officials and experts say that there is no basis for such charges but warn that the case, even if ultimately unsuccessful, will have negative consequences.
