Breakenridge: Separation petitions, appeals do nothing to clear the cloud of uncertainty

The Alberta government officially filed its appeal of the court ruling that blocked the separatist petition. Freed from this ruling, the petition could be certified, which would legally obligate the government to hold a referendum
