Tony Rainbird said he contacted the service after noticing what appeared to be a water leak at a nearby house in Ditchingham, near Bungay, along with an overgrown garden that he claims has been left unattended for more than a year.

The property was previously occupied by a couple.

The husband died around two years ago, and his widow was moved into residential care approximately 18 months ago, according to Mr Rainbird.

He says the keys to the property were handed to social services following her move into care and........
