Norfolk County Council has opened a safeguarding inquiry into the support provided to the 30-year-old, who is from the county.
He was arrested on suspicion of attempted murder following the incident at Johnson's of Old Hurst, a zoo in Huntingdon, where he was visiting with two carers on June 18.
