City Hall is currently considering allowing people living in flats to keep animals like cats and dogs in their homes. 

At the moment some people living in council houses can have pets, but current lease agreements ban animals in tower blocks or do not clearly explain what types can be kept.

While some council flat tenants say the council has been turning a blind eye to them keeping pets for years, many of their neighbours are not keen on the idea and want the council to crackdown on pet ownership.

'IT HAS HELPED ME FEEL BETTER'

Ligita Franceva, who has lived in her council flat in Normandie Tower in Rouen Road for 13 years, has had Basil, a French Bulldog, for four years. 

The 65-year-old said: "I walk the dog outside and that's helped me to feel better.

"There are other dogs that live here.
