Arms Control: A Model for the Control of AI?

Arms control and disarmament negotiations between the United States and the Soviet Union served the international interests of both as well as the entire global community. These interests included the placement of limits on the number of nuclear weapons (Strategic Arms Control Talks); limits on defensive systems that allowed the reduction of offensive weapons (Anti-Ballistic Missile Treaty); limits on the proliferation of nuclear powers (Non-proliferation Treaty); the destruction of an entire class of nuclear weapons (Intermediate Nuclear Forces Agreement); the creation of confidence-building measures; and even the initiation of detente between Washington and Moscow.
It shouldn’t take a great deal of sophisticated thinking and imaginative diplomacy to apply the lessons of arms control to the problem of bringing AI under control—or at least to recognize the need to bring AI under control. The two sides need to establish secure channels of communication for sharing national security concerns; create permanent logistical arrangements for such sharing; and recognize that mutual and equal security must be a prerequisite.
