Healthcare reform is a continuous process in which institutions evolve alongside the needs of society, the development of medical technologies and the growing expectations of citizens. In this regard, Azerbaijan’s decision to place the Management Union of Medical Territorial Units (TƏBİB) under the Ministry of Health marks an important stage in this evolution, opening the way for a more integrated, coordinated and strategically managed healthcare system.

The presidential decree signed on October 19, 2026, represents a new chapter in the institutional development of Azerbaijani healthcare. Its significance lies in the opportunity to bring strategic planning, medical service delivery, professional development and quality management into a more closely coordinated framework. This approach reflects the natural progression of reforms as a healthcare system advances from institutional restructuring towards comprehensive, long-term development.

TƏBİB’s establishment served a clear purpose during Azerbaijan’s transition to compulsory medical insurance. The introduction of a new healthcare financing model required an operational structure capable of managing public medical institutions, adapting hospital administration to new financial mechanisms and accelerating improvements in service delivery. A dedicated management organisation offered the institutional flexibility needed to guide hospitals through this transformation.

The creation of TƏBİB therefore formed an important part of Azerbaijan’s broader healthcare modernisation agenda.
