Douglas Todd: Vancouver’s plan for 17 new 'villages' will increase uniformity, sterility

The city’s massive Villages Plan, mandating buildings up to six-storeys, is spelled out in a 329-page report released in late May. This latest high-density initiative encompasses 14 per cent of the city's properties.
