Commentary: To improve school outcomes, pay teachers what they’re worth

With a combined local state and federal expenditure of over $80 billion each year and the highest per-pupil investment in the nation, New York should be the gold standard in education outcomes. Instead, according to recent state Education Department statistics, 54% of students are not proficient in English, 48% are not proficient in math and a whopping 65% are not proficient in the sciences. By any standard, this is education mediocrity.
So what is the fix?
