The relationship between Somaliland and Germany is one of the longest-standing and most meaningful international partnerships connected to Somaliland’s development. Over several decades, Germany has contributed to Somaliland through technical education, water infrastructure, roads, institutional development, humanitarian assistance, and development programmes.

What makes this relationship particularly important is its continuity. German engagement has accompanied Somaliland through different stages of its history from the early development of technical education, through the difficult humanitarian period following the civil war, and into the present era of development and institution-building.

Today, Somaliland is no longer in the same humanitarian situation it faced in the 1990s. It has developed functioning public institutions, maintained relative peace and stability, conducted competitive democratic elections, and established a system of local and national governance. Consequently, the nature of German cooperation has also evolvedfrom primarily humanitarian and recovery assistance toward longer-term development cooperation and institutional partnership.

This transformation provides an important foundation for taking Somaliland–Germany relations to a higher and more strategic level.

Germany’s Historic Contribution to Somaliland

Germany has a long history of supporting Somaliland’s social and economic development. One of the most important areas of this cooperation has been technical and vocational education.

In 1964, former West German support contributed to the establishment of one of the early technical  School and vocational training institutions in Burao 2nd capital city . This was a significant contribution at a time when Somaliland was seeking to develop the skilled workforce required for economic and institutional development.

Over the following decades, technical education created generations of skilled technicians, engineers, mechanics, electricians, and other professionals. Many graduates have subsequently served Somaliland in government institutions, public utilities, private companies, construction, industry, and other sectors.
