America has always had oligarchs, but for most of the past century or so, they steered the country in relative quiet. They knew how to support the right politician or use the law to protect their edge. And if a given law proved inconvenient, that’s what the skilled lobbyists and friendly judges were for.

President Trump’s second term has ushered in a starkly different arrangement. Tariffs, prosecutions and regulations are all now subject to one man’s whims.........
