EDITORIAL: 21st Congressional District voters get victory, but reforms still needed

Democrats in the state Legislature did the right thing by voters in the 21st Congressional District on Monday by backing down from their plans to delay the special election for outgoing Rep. Elise Stefanik’s seat.

We argued, along with others, that keeping the reliably Republican congressional seat open for as long as eight to 12 more months in order to weaken the GOP’s thin majority in the House of Representatives was unfair to 700,000-plus district residents who would have been left for an irresponsibly long time without representation.

In the end, Democrats abandoned the plan to change the rules for special elections,........
