They say the first step to take in getting out of a hole is to stop digging. But then you still have to figure a way out of the hole, especially if the hole is quickly filling up with water and you’re desperate to be rescued.

That’s the kind of situation Fulton County finds itself in as it attempts to catch up on a state-worst backlog of Child Protective Service reports that could be leaving children in the county vulnerable to mistreatment and neglect. Catching up on the reports could help county officials identify problems that could lead to them taking action.
