In a narrow Chandni Chowk street in Delhi, jumbled wires snake across the sky. Anwar picks the one connecting to the streetlight and starts soldering it. Carefully, he splices one wire into another to route the electricity elsewhere. The meter nearby blinks. 

The 27-year-old electrician is demonstrating how electricity is stolen. 

“It’s an art,” he says proudly. He does it as a side gig. “Sometimes even rich people call me.........
