Some of the few people I knew as a college student who had read some books outside of the textbooks used to say that the army of Pakistan is deliberately causing the continued enmity with India in order to justify their defence budget. Seemed plausible at the time because for one, it was the first time I had heard of an argument outside of the boring textbooks and two, it just felt good to be rebellious in an intellectual way.

Things, however, are not as simple. Quite honestly, I would love to see the Pakistan Army act recklessly with India because that is the language this Hindutva society understands. And I use the word society because I do not buy into that nonsense where people make the case that it is rather their Prime Minister, Narendra Modi, and his RSS-driven party that subscribe to and practise the extremist ideology.
