FOR decades, Pakistan’s defence production has largely been viewed through lens of national security and self-reliance. That approach was understandable when country’s primary objective was to reduce dependence on imported weapons and ensure that its armed forces had reliable equipment during periods of crisis. Strategic and economic environment has changed, as Pakistan now possesses an industrial and technological base capable of supporting much more ambitious objective transforming defense production from a primarily domestic necessity into a competitive export industry. The opportunity is significant because global defense market is no longer dominated exclusively by traditional Western suppliers. Many middle-income countries are looking for military equipment that is capable, battle-tested, technologically modern and, critically affordable. Pakistan can potentially occupy an important space in this market if it combines competitive pricing with quality, innovation, financing, training and dependable after-sales support.

The JF-17 Thunder is clearest example of this potential. Developed jointly by Pakistan and China, the aircraft has given Pakistan valuable experience in designing, producing, operating and upgrading a modern multirole fighter.
