Natalie Baker’s diplomacy

DIPLOMACY is often judged not only by policies and official statements but also by personalities. In Pakistan, the presence of United States Chargé d’ Affaires Natalie A. Baker has attracted unusual public attention. Her active engagement with Pakistani society, frequent public appearances, warm communication style and visible efforts to connect with local culture have generated discussion about whether she represents a new face of American diplomacy in Pakistan. Before examining her diplomatic style, it is important to understand the distinction between a Chargé d’Affaires and an ambassador. A Chargé d’Affaires serves as the head of a diplomatic mission when an ambassador has not yet been appointed or confirmed. The absence of a full United States Ambassador in Pakistan should not automatically be interpreted as a downgrade in bilateral relations. In many cases, ambassadorial appointments are delayed because of administrative procedures, political priorities in Washington, Senate confirmation processes or broader foreign policy calculations. Such situations are not uncommon in international diplomacy.
