Good governance remains one of Pakistan’s most pressing national challenges. Rather than progressing steadily through institutional reforms and administrative improvements, Pakistan has experienced a gradual decline in governance standards. This trend is both unusual and concerning because newly established states generally face governance difficulties during their early years due to limited resources, weak institutions and shortage of trained manpower. Pakistan, however, appears to have moved in the opposite direction.Many of the domestic challenges confronting the country today are rooted in deficiencies in governance. Weak governance creates social vulnerabilities, erodes public trust and generates frustration among citizens. Such conditions can be exploited by hostile actors and external forces seeking to destabilize society through political, social or informational means.

Governance, in its broadest sense, refers to the process of decision-making and the mechanisms through which decisions are implemented. Good governance represents a more advanced and effective form of this process, where state institutions respond efficiently to the needs of citizens while safeguarding national interests.
