Quebec politicians are very annoyed, some outraged, that Ontario politicians have noticed the Parti Québécois’ loudly advertised promise to hold a sovereignty referendum in its first term in office — assuming it wins the upcoming provincial election, that is, which it is well-positioned to do.

It is unfair, some Lower Canadians argue, that some Upper Canadians would portray the prospect of such a referendum as a destabilizing force in their efforts to lure the headquarters of the new Defence, Security and Resilience Bank (DSRB) to Toronto, rather than its supposedly rightful home in Montreal. (The DSRB was conceived to help NATO members finance defence projects; Canada last month won a bid to host its headquarters and is planning where to locate it.)
