Drimonis: CAQ won’t fix health care by bullying doctors
I’ve been watching with increasing trepidation — and even a little bewilderment — at the way the Legault government continues to turn the screws on Quebec doctors in an attempt to force them to somehow do more with less.
Health minister Christian Dubé recently tabled Bill 106, giving the government the authority to regulate how health professionals are compensated in an effort to see them take on more patients. Dubé also wants to prevent doctors in the public sector from jumping to the private sector, while requiring new doctors to practise in the public network for at least five years after graduation.
Last year, Premier François Legault said he was prepared to use what has apparently become the CAQ government’s favourite tool — the notwithstanding clause — to bypass pesky charters of rights and force Quebec-trained doctors to begin their careers in the province’s public system. Such a move, constitutional lawyers say, would most likely violate the mobility rights of Canadians.
