Can I file a small claims case to get a business to live up to promises?

A business promised to clean gutters but backed out. Justice Court, or small claims court, isn't the venue to try to make a person or company perform a service you paid for but didn't receive.

Q: I hired a company to install screened gutters on my house in 2021. The contract stated that they would clean out any leaves, twigs and dirt if the gutters became clogged. The cleaning was to be done at no charge. They came to my house twice to clean my clogged gutters. Now they are refusing to return to my house to clean. They are still in business, but they stopped installing gutters. Is small claims court my only recourse?
