Captive Nations Week Proclamations Have Evolved: Originally focused on communist repression, the annual declarations have broadened over time, with Biden emphasizing opposition to repression by any regime (listing Russia first) and Trump framing it as a defense of American liberty against communism and socialism both abroad and at home.

Biden’s Approach Was Internationalist and Inclusive: His 2022 proclamation highlighted nine repressive regimes (only three communist) and stressed U.S. solidarity with global human rights advocates, linking domestic and foreign repression.

Trump’s 2026 Proclamation Is More Domestic and Ideological: Trump focused almost entirely on the threat of communism to American values, emphasizing religious liberty, free markets, and national sovereignty, while vowing never to allow the U.S. to become communist or socialist.

Since the US Congress in 1959 required that the president declare the third week of July Captive Nations Week, the content of those declarations have evolved as the world has changed and as US policy has as well. Up until the collapse of the Soviet bloc and the USSR, they focused on peoples being repressed by communist governments there.
