Slander And Impunity: The World Central Kitchen Killings In Gaza – OpEd
In September 2025 nine countries launched a Declaration for the Protection of Humanitarian Personnel, cited by Australia after the 1 April 2024 strike that killed seven World Central Kitchen staff, including Zomi Francken, in a marked convoy in a zone Israel had treated as deconflicted.
On 19 August the IDF said its fact-finding mechanism found no reasonable suspicion of criminal misconduct. It cited alleged “suspicious indicators,” an uncoordinated armed escort, and a claimed Hamas presence; Colonel Nochi Mendel was dismissed administratively, told the ABC he was “not sorry,” and alleged WCK–Hamas mixing—claims WCK called slanderous. An Australian inquiry by Air Chief Marshal Mark Binskin suggested the strike decision came before a claimed route deviation.
Australia, Canada and the UK called closing the case “shameful”; Poland’s foreign minister said lack of accountability erodes support even in pro-Israel countries. The author treats the declaration as a weak but necessary signal that aid workers need stronger IHL protection, and rejects packaging them with combatants on inference.

The declaration, while lacking teeth, is at least a concession that individuals dedicated to protecting and preserving the vulnerable in conflict deserve a heftier shield of protection in international humanitarian law.
